CI webhook and auto mode on the master; today's cmd/server can be retired after this.

Scope (spec, "Implementation phases" 3)

  • POST /update on the master, same contract as today (Gitea action unchanged, only endpoint moves)
  • Match image against image_repo across all agents; mark available_*; create jobs for auto services
  • Response waits for auto jobs (bounded by UPDATE_TIMEOUT), 5xx on failure, 404 when nothing matches
  • Manual/auto toggle per service in the UI (new services always manual)

Depends on phase 2.
